Fly-tipping is dumping waste on land or in water without a permit: a mattress in a lay-by, builders' bags on a verge, sacks on a street corner. It is an offence under section 33 of the Environmental Protection Act 1990. A business whose waste is fly-tipped by an unregistered collector can be prosecuted under its duty of care.
